Aside from taking the train from one European city to the next, consider flying one of the local discount carriers, like EasyJet or RyanAir. A friend of mine actually booked a flight on EasyJet from the UK to Nice for £10 (that's around $16)! Keep in mind that they too are beginning to raise luggage fees, and they often use smaller airports that are just outside of the city.
